No structure, land, or tangible property operated by the Department of Mental Health, Mental Retardation, and Substance Abuse Services at Southern Virginia Mental Health Institute shall be sold, privatized, closed, or converted to any other use without the approval of the General Assembly. The Department shall continue to operate Southern Virginia Mental Health Institute for the care and treatment of seriously mentally ill individuals.
