A. If sufficient appropriations are not made available by the Commonwealth, it shall not be necessary for the Virginia Institute of Marine Science to reallocate funds from existing research projects to provide the funding for research mandated in the Code of Virginia or in the Appropriation Act.
B. Out of this appropriation, $350,000 and 4.0 positions the first year and $350,000 and 4.0 positions the second year from the general fund is designated to support an Aquaculture Genetics and Breeding Technology Center at the Virginia Institute of Marine Science. The center shall coordinate its efforts with the repletion program of the Virginia Marine Resources Commission.
C. Out of this appropriation, $76,320 the first year and $76,320 the second year from the general fund is designated for the third and fourth of five annual payments for the lease purchase of computing and related equipment totaling approximately $333,884, to support instructional and research activities.
D. Included in Item 291, paragraph C 3 of this act is $156,594 the first year and $160,915 the second year from the general fund to support the debt service on bonds issued by the Virginia College Building Authority to finance equipment. The Treasury Board shall transfer to the Virginia College Building Authority on July 1, 2000, the amounts in the first year and on July 1, 2001, the amounts in the second year to support the Authority's debt obligation.
E. Out of this appropriation, $100,000 the first year and $100,000 the second year from the general fund is designated to establish a comprehensive Chesapeake Bay/Middle Atlantic Bight observing system for scientific research into port development.
