A. The Higher Education Capital Projects Fund (15846) is hereby established. A sum sufficient is appropriated to the Fund, derived during the 1996-98 biennium from the proceeds of the sale or lease of surplus property, or the conveyance of any interest in property, when said surplus property or property interest pertains to general fund agencies or which was originally acquired through the general fund, notwithstanding § 2.1-512, Code of Virginia. The proceeds from the sale or lease of special fund property during the 1996-98 biennium shall likewise be appropriated to the fund in a sum sufficient, subject to the prior written approval of the Governor.
B. The Department of Planning and Budget shall make transfers from this appropriation, to the extent that funds are available, to the following capital projects in the amounts indicated:
