Notwithstanding any contrary provision of Title 14.1, Chapter 1, Article 10, Code of Virginia, $66,881,514 the first year and $66,881,514 the second year is hereby appropriated for purposes of Financial Assistance to Localities-General (Other Services), to be apportioned to localities with qualifying police departments in accordance with the provisions of Title 14, Chapter 1, Article 10, Code of Virginia (HB 599). Such apportionment shall be based on computations, calculations, research and reports as prepared by the Department of Criminal Justice Services and payable in equal quarterly installments.
