Out of the amounts for Ground Transportation System Safety shall be paid the salary of the Executive Director, $65,612 from July 1, 1996, to November 30, 1996, $68,466 from December 1, 1996, to November 30, 1997, and $69,835 from December 1, 1997, to June 30, 1998.
