George Mason University may enter into a capital lease agreement for a period of up to 20 years at an annual cost of up to $1,000,000 from nongeneral funds for the Belmont Bay Science Center.
Notwithstanding any other provision of law, the Director, Department of Planning and Budget, shall transfer $6,000,000 of the amount appropriated to the Science Museum of Virginia, to plan the construction of the Belmont Bay Science Center to project 17634 (George Mason University, New Construction: Belmont Bay Science Center).
