Old Dominion University is authorized to enter into a long-term lease or other written agreement with the Old Dominion University Real Estate Foundation or affiliated organization for acquisition, development, design, construction, and financing of approximately 4.5 acres of real property and associated parking facilities and related infrastructure located in the MAST Center, adjacent to or comprising a part of the Tri-Cities Higher Education Center.
