1. The Director of the Department of Conservation and Recreation is authorized to acquire on behalf of the Commonwealth, upon terms and conditions the department deems proper, with the approval of the Governor, and approval as to form by the Attorney General, a parcel of land consisting of approximately 1,100 acres located at the confluence of the Potomac River and Aquia Creek in Stafford County.

2. The Director, Department of Planning and Budget, is authorized to issue, as necessary, a no-interest Treasury Loan in the furtherance of this acquisition. The loan is to be repaid no later than June 30, 2004, by the Department of Conservation and Recreation from funds that may become available to the department.
