The Board of Trustees of the Frontier Culture Museum of Virginia, with the approval of the Governor as otherwise provided by law, is hereby authorized to enter into an agreement with a private party for provision of a right of way through the museum property. In consideration for this granting of right of way, the Museum may receive services to include, but not limited to, assistance in removal of surplus buildings, development of roadways, site development, construction of parking areas, or other appropriate services to support the operation and development of the Museum.

Title to surplus property located to the east of Interstate 81 and adjacent to the campus of the Frontier Culture Museum may be transferred to the Museum, subject to the approval of the Governor.
