1. Notwithstanding any other provision of law, agency savings from rate reductions for computer and telecommunications services by the Department of Information Technology, over and above those identified in Item 547.10, Paragraph C of this act, shall be retained by agencies for information technology improvements.
2. The Secretary of Technology shall require agencies to submit plans for use of the funds. The Secretary, in conjunction with the Director of the Department of Planning and Budget, shall approve use of the general fund savings for reasons identified in Paragraph A or transfer the savings for use by other agencies. The Secretary shall report the results of his actions to the Chairmen of the House Appropriations and Senate Finance Committees.
