Funds provided for in this item may be used, and combined with other funds, for the purpose of acquiring parcels which may be available, or which may become available, within the masterplan boundaries of Christopher Newport University, or, with the approval of the Governor as otherwise provided by law, to acquire a new President's House if a cost benefit to the University and the Commonwealth can be demonstrated. In the case of the latter, the University may retain the proceeds which accrue as a result of the transfer or sale of the existing President's House. ]
