The Department of the Treasury may shall provide a treasury loan of up to $10,269,000 $12,500,000 to the Department of General Services to pay for the cost of this project. Such loan shall bear interest at a rate equal to the general fund composite investment rate. Interest charges shall be based on the outstanding loan balance less an amount equal to the average monthly operating cash balance of the Virginia Distribution Center and shall be repaid in equal annual installments.
