A. Any unexpended balances in this program on June 30, 1996, and June 30, 1997, relating to implementation of the Economic Opportunity Fund established pursuant to Item 588 of Chapter 994, Acts of Assembly of 1993, are hereby reappropriated.
B. Out of the amounts in this Item shall be provided $30,000 the first year and $30,000 the second year from the general fund for regional economic development councils. No councils shall be established in regions where councils have been created by the General Assembly or where councils receive general fund appropriations.
