A. This appropriation includes the graduate program in engineering at Virginia Associated Research Campus, at Newport News and at the Hampton Engineering Education and Research Center.


B. Out of this appropriation shall be expended an amount estimated at $431,013 from the general fund and $198,244 from nongeneral funds the first year and $431,013 from the general fund and $198,244 from nongeneral funds the second year for the educational telecommunications project to provide graduate engineering education, subject to a plan approved by the State Council of Higher Education for Virginia. From these funds, the institution shall pay the Department of Information Technology for transponder and telecommunications services.


C. This appropriation includes $74,000 the first year and $74,000 the second year from the general fund to expand the CHANCE Outreach Program to Virginia Beach.


D.1. This appropriation includes $3,039,782 and 27.38 positions from the general fund and $1,440,000 and 12.62 positions from nongeneral funds the first year and $3,039,782 and 27.38 positions from general fund and $1,440,000 and 12.62 positions from nongeneral funds the second year for the TELETECHNET program with 16 community college sites.


2. This appropriation includes $923,100 and 8.5 positions the first year and $1,686,579 and 14.5 positions the second year from the general fund to expand the TELETECHNET program to six additional community college sites.


E.1. This appropriation includes $178,500 the first year and $366,000 the second year from the general fund for the costs to lease and equip space for activities related to technology transfer, research, and graduate work.


2. The lease agreement shall be approved by the Governor, pursuant to § 2.1-504.2, Code of Virginia.


3. The agreements developed pursuant to this paragraph shall: (a) be in accordance with § 4-4.00 of this act, and (b) conform with the general guidelines promulgated by the Secretary of Finance on July 1, 1992, which are referred to as the Alternative Construction and Financing Guidelines.


F. This appropriation includes $50,000 and 1.00 position the first year and $50,000 and 1.00 position the second year from the general fund for an International Maritime, Ports, and Logistics Management Institute.
