Explanation

(This amendment removes language related to excess fees collected by clerks of the circuit courts in order to return the local share of excess fees to two-thirds of amounts collected, consistent with the Code of Virginia, compared to the current one-third of amounts collected. In addition, the language provides that local offices who do not collect excess fees maintain the current two-thirds share for state reimbursement of employer contributions to Virginia Retirement System benefits. A companion amendment in Item 0 reduces by $3.5 million the general fund revenue estimates as a preliminary estimate of the state revenue loss.)
