Explanation

(This amendment provides funds each year from the general and nongeneral fund to establish the Parent Advocacy Commission as a new agency in the Judicial Branch pursuant to House Bill 893. This agency would serve as the foundation for the creation of two multidisciplinary law offices to represent parents in such proceedings. The office would be responsible for providing training, creating practice standards, and bringing oversight to all attorneys representing parents in child dependency proceedings. This amendment is a placeholder until a fiscal impact statement for the bill is produced.)
