"§ 1-56.50 Eastern Virginia Health Sciences Center (XXX)                                      

Authority: Title 23.1, Chapter 30 and Chapter 87, Acts of Assembly 2002

A. Out of this appropriation, $595,612 the second year from the general fund is designated to build research capacity in medical modeling and simulation.

B. Out of this appropriation, $6,158,108 the second year from the general fund is designated for treatment, care and maintenance of indigent Virginia patients through the medical school. The aid is to be apportioned on the basis of a plan to be approved, at the beginning of each biennium, by the Director, Department of Medical Assistance Services.

C. Out of this appropriation, $1,225,700 the second year from the general fund is designated to support financial aid for in-state medical and health professions students.

D. Out of this appropriation, $658,597 the second year from the general fund is designated for the operation of the Family Practice Residency program and Family Practice Medical Student programs.

E. Out of this appropriation, $60,620 the second year from the general fund is designated to support the Eastern Virginia Area Health Education Center.

F. Eastern Virginia Health Sciences Center shall transfer funds to the Department of Medical Assistance Services to fully fund the state share for Medicaid supplemental payments to physicians affiliated with Eastern Virginia Health Sciences Center for Medicaid supplemental capitation payments to managed care organizations for the purpose of securing access to Medicaid physician's services in Eastern Virginia. The funds to be transferred must comply with 42 CFR 433.51.

G. Eastern Virginia Health Sciences Center is hereby authorized to transfer funds to the Department of Medical Assistance Services to fully fund the state share for Medicaid supplemental payments to the primary teaching hospitals affiliated with Eastern Virginia Health Sciences Center. These Medicaid supplemental fee-for-service and/or capitation payments to managed care organizations are for the purpose of securing access to hospital services in Eastern Virginia. The funds to be transferred must comply with 42 CFR 433.51.

H. 1. Out of this appropriation, $1,250,000 the second year from the general fund is designated to support accreditation requirements at the Eastern Virginia Health Sciences Center.

2. Out of this appropriation, $1,250,000 the second year from the general fund is designated to support community health programs in partnership with Sentara Healthcare.

I. 1. Out of this appropriation, $10,000,000 the second year from the general fund is appropriated to support the one-time costs associated with planning and initial integration activities necessary to ensure a successful launch of the Eastern Virginia Health Sciences Center at Old Dominion University.

2. No later than August 31, 2023, Old Dominion University and Eastern Virginia Medical School shall provide the following deliverables to the Governor and the Chairs of the House Appropriations and Senate Finance and Appropriations Committees: a) a five-year integrated strategic and financial plan that defines how the initial and ongoing operations, strategic investments and capital requirements will properly fund the Eastern Virginia Health Sciences Center at Old Dominion University; b) metrics tied to the strategic plan that will measure the improved healthcare and community outcomes in the surrounding region resulting from the creation of the Eastern Virginia Health Sciences Center at Old Dominion University; c) a comprehensive funding plan that supports the execution of such strategic plan and includes the financial participation of the primary teaching hospital affiliated with Eastern Virginia Medical School at a level reasonably commensurate with other medical schools in Virginia who are affiliated with Type One Hospitals, and the inclusion of all additional parties necessary to ensure a successful outcome; d) a time and effort matrix that distributes positions and costs by appropriate fund sources that includes, but is not limited to, educational and general programs, grants and contracts, practice plan clinical activity and hospital activity; and e) a governance model that aligns all parties necessary to ensure a successful outcome.

3. Upon written approval of these deliverables by the Governor and the Chairs of the House Appropriations and Senate Finance and Appropriations Committees, Old Dominion University and Eastern Virginia Medical School shall complete a merger to create the Eastern Virginia Health Sciences Center at Old Dominion University at the earliest date possible, but no later than July 1, 2024.

J. Out of this appropriation, $4,000,000 the second year from the general fund is provided for the Hampton Roads Biomedical Research Consortium.

K. Out of this appropriation, $30,000,000 the second year from the general fund is designated for ongoing integration costs associated with the creation of the Eastern Virginia Health Sciences Center at Old Dominion University to include employee fringe benefits, faculty recruitment and retention, preceptors and general operating support.

L. Notwithstanding any other provision of law, the authority contained in Title 23.1, Chapter 30 and Chapter 87, Acts of Assembly 2002, shall remain in effect until the requirements of paragraph I of this item are completed."
