"I.  Out of the amounts in this Item shall be provided $2,300,000 the first year and $2,100,000 the second year from the general fund for research and development funds to develop transgenic tobacco production capacity in tobacco regions of the Commonwealth and accelerate development of manufacturing systems in transgenic tobacco.  
Prior to the expenditure of any funds, the Center for Innovative Technology shall develop appropriate performance measures in cooperation with the Virginia Biotech Authority and the CropTech Corporation.  The CIT shall also develop appropriate protocols in awarding funds, specifically regarding technical feasibility and business plans."
